0012| REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO REVIEW

0013| PROPOSED CHANGES TO THE TEACHER CERTIFICATION REQUIREMENTS TO

0014| INCLUDE REQUIREMENTS FOR TRAINING IN CULTURAL SENSITIVITY.

0016| WHEREAS, fifty-three percent of the state's population is
|
0017| classified by the United States census bureau as minority
|
0018| population; and
|
0019| WHEREAS, New Mexico has proportionally the highest minority
|
0020| population of all states in the United States; and
|
0021| WHEREAS, an appropriate education for New Mexico's diverse
|
0022| and multicultural student body requires sensitivity and respect
|
0023| of that diversity; and
|
0024| WHEREAS, many states with smaller minority populations than
|
0025| New Mexico, states such as South Dakota, Oklahoma, Wisconsin,
|
0001| Oregon and Minnesota, require teachers to have training in
|
0002| multicultural education; and
|
0003| WHEREAS, New Mexico has no multicultural training in any of
|
0004| its teacher education curricula;
|
0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0006| STATE OF NEW MEXICO that the legislative education study
|
0007| committee be requested to review requirements for teacher
|
0008| certification and, working with a multiculturally represented
|
0009| committee, develop suggested curricula for multicultural
|
0010| sensitivity training to be included in teacher education
|
0011| programs; and
|
0012| BE IT FURTHER RESOLVED that the legislative education study
|
0013| committee be requested to develop recommendations by December 1,
|
0014| 1996 to the legislature for legislation to require multicultural
|
0015| sensitivity training as a qualification for teacher
|
0016| certification; and
|
0017| BE IT FURTHER RESOLVED that copies of this memorial be
|
0018| transmitted to members and the director of the legislative
|
0019| education study committee.
