GUBBELS | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE GOVERNOR'S COMMITTEE ON CONCERNS OF THE | 0013| HANDICAPPED TO STUDY THE EXTENT TO WHICH THE TRANSPORTATION | 0014| NEEDS OF PERSONS WITH DISABILITIES ARE NOT BEING MET BY PRESENT | 0015| TRANSPORTATION SYSTEMS AND THE EXTENT TO WHICH IMPROVED | 0016| COORDINATION OF EXISTING SPECIAL TRANSPORTATION PROGRAMS COULD | 0017| ADDRESS THOSE NEEDS. | 0018| | 0019| WHEREAS, lack of transportation, especially transportation | 0020| services using vehicles equipped with ramps or wheelchair lifts, | 0021| is one of the most frequently mentioned problems of persons with | 0022| disabilities; and | 0023| WHEREAS, that lack of transportation inhibits the | 0024| possibilities for persons with disabilities to hold jobs or | 0025| engage in mainstream societal activities such as voting, | 0001| shopping, meeting and worshipping; and | 0002| WHEREAS, several state and federally funded programs are | 0003| directed at providing transportation services and accessible | 0004| vehicles for persons with disabilities; and | 0005| WHEREAS, those programs all call for maximum coordination | 0006| between programs and communities to meet additional needs of the | 0007| community; and | 0008| WHEREAS, other states use a regional provider concept | 0009| rather than the individual small program grantee approach used | 0010| in New Mexico; and | 0011| WHEREAS, individuals with disabilities believe they were | 0012| not included in the state highway and transportation department | 0013| planning process, have no member on the newly created | 0014| transportation planning council and were even denied an adequate | 0015| opportunity to express their concerns at public hearings on the | 0016| plan precisely because of inadequate transportation services; | 0017| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0018| STATE OF NEW MEXICO that the governor's committee on concerns of | 0019| the handicapped be requested to convene and lead a task force to | 0020| study the issue of transportation needs and the possibility of | 0021| better coordination of special transportation programs and | 0022| present its report to the appropriate interim legislative | 0023| committee no later than September 15, 1996; and | 0024| BE IT FURTHER RESOLVED that the task force have broad | 0025| representation from governmental agencies, service providers and | 0001| consumers statewide, including the state independent living | 0002| council, state highway and transportation department, | 0003| developmental disabilities planning council, state agency on | 0004| aging, current 16(b)2 recipients and individuals with | 0005| disabilities; and | 0006| BE IT FURTHER RESOLVED that copies of this memorial be | 0007| transmitted to the governor's committee on the concerns of the | 0008| handicapped. | 0009|  State of New Mexico | 0010| House of Representatives | 0011| | 0012| FORTY-SECOND LEGISLATURE | 0013| SECOND SESSION, 1996 | 0014| | 0015| February 1, l996 | 0016| | 0017| | 0018| Mr. Speaker: | 0019| | 0020| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0021| whom has been referred | 0022| | 0023| HOUSE JOINT MEMORIAL 35 | 0024| | 0025| has had it under consideration and finds same to be | 0001| GERMANE in accordance with constitutional provisions. | 0002| | 0003| Respectfully submitted, | 0004| | 0005| | 0006| | 0007| | 0008| Barbara A.
