TRUJILLO | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| URGING THE GOVERNOR TO DIRECT ALL STATE AGENCIES TO INCLUDE | 0013| COUNTY REPRESENTATION IN ALL DECISION-MAKING AFFECTING COUNTIES. | 0014| | 0015| WHEREAS, the state revenue shortfall and federal funding | 0016| reductions will place substantially increased burdens on local | 0017| governments, especially counties; and | 0018| WHEREAS, counties are alarmed that shifts to managed care | 0019| health delivery will leave them with substantial health needs, | 0020| crush local provider services and leave few revenue sources to | 0021| support these health needs; and | 0022| WHEREAS, state decisions on distribution of federal health | 0023| funds and managed health care delivery systems will directly | 0024| affect every aspect of county government responsibility; and | 0025| WHEREAS, virtually every policy decision made at the state | 0001| level affects non-urban New Mexicans and county governments; and | 0002| WHEREAS, county commissions, through their statewide | 0003| organization, are actively seeking further collaboration with | 0004| state decision-makers; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the governor of the state of New Mexico | 0007| be requested to direct every state agency to notify statewide | 0008| organizations of counties at the beginning of any policy-changing process; and | 0009| BE IT FURTHER RESOLVED that counties be given an equal | 0010| voice in each decision-making process; and | 0011| BE IT FURTHER RESOLVED that a representative of county | 0012| government interests be added to the health care task force, the | 0013| medicaid advisory group and to all other groups dealing with | 0014| subjects and issues that directly affect county government, | 0015| especially in the health and human services fields; and | 0016| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0017| to each statewide organization of counties for distribution. | 0018| - 2 - State of New Mexico | 0019| House of Representatives | 0020| | 0021| FORTY-SECOND LEGISLATURE | 0022| SECOND SESSION, 1996 | 0023| | 0024| January 25, 1996 | 0025| | 0001| | 0002| Mr. Speaker: | 0003| | 0004| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0005| whom has been referred | 0006| | 0007| HOUSE JOINT MEMORIAL 22 | 0008| | 0009| has had it under consideration and finds same to be | 0010| GERMANE in accordance with constitutional provisions. | 0011| | 0012| Respectfully submitted, | 0013| | 0014| | 0015| | 0016| | 0017| Barbara A.
