0001| HOUSE JOINT MEMORIAL 9 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND | 0003| SESSION, 1996 | 0004| INTRODUCED BY | 0005| RICK MIERA | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| URGING STATE AGENCIES RESPONSIBLE FOR IMPLEMENTATION OF THE NEW | 0013| BLOCK GRANT SYSTEM TO PARTICIPATE IN EVERY AVAILABLE MANDATE TO | 0014| MAXIMIZE FEDERAL BENEFITS TO NEW MEXICO CITIZENS. | 0015| | 0016| WHEREAS, the anticipated loss of federal revenues by | 0017| reductions in block grants and categorical grants will mean the | 0018| loss of millions of desperately needed dollars; and | 0019| WHEREAS, these expected losses might not be as high had the | 0020| state's various executive agencies participated in more of the | 0021| available federal categorical programs; and | 0022| WHEREAS, prior to these cuts, the state's overall receipts | 0023| of federal expenditures, compared to New Mexico revenue | 0024| contributions to the federal government, have dropped from three | 0025| to one to less than two to one; and | 0001| WHEREAS, federal support, whether in the form of defense- | 0002| and science-oriented jobs or social services programs, cannot be | 0003| ignored by New Mexico as it seeks healthy growth for its | 0004| citizens; and | 0005| WHEREAS, with a disproportionately large population living | 0006| in poverty, New Mexico needs every health and human services | 0007| dollar available; | 0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0009| STATE OF NEW MEXICO that the heads of all state departments and | 0010| agencies that manage health, social and human services funds and | 0011| services coming through federal block and categorical grants be | 0012| requested to participate in every available program offered; and | 0013| BE IT FURTHER RESOLVED that the governor and these | 0014| executive agencies notify the interim legislative health and | 0015| human services committee and the health care task force, at | 0016| their respective October 1996 meetings, of every single option | 0017| available to New Mexico with the new federal block grant system | 0018| and establish opportunities to cooperate with the legislature in | 0019| each option decision; and | 0020| BE IT FURTHER RESOLVED that copies of this memorial be | 0021| transmitted to the governor and to the heads of all executive | 0022| departments and agencies that manage health, social and human | 0023| services programs funded by the federal government. | 0024| - 2 - | 0025| State of New Mexico | 0001| House of Representatives | 0002| | 0003| FORTY-SECOND LEGISLATURE | 0004| SECOND SESSION, 1996 | 0005| | 0006| January 25, l996 | 0007| | 0008| | 0009| Mr. Speaker: | 0010| | 0011| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0012| whom has been referred | 0013| | 0014| HOUSE JOINT MEMORIAL 9 | 0015| | 0016| has had it under consideration and finds same to be | 0017| GERMANE in accordance with constitutional provisions. | 0018| | 0019| Respectfully submitted, | 0020| | 0021| | 0022| | 0023| | 0024| Barbara A.
