0012|     MAKING AN APPROPRIATION TO FUND THE YOUTH ENRICHMENT PROGRAM AT

0013|     THE UNIVERSITY OF NEW MEXICO IN BERNALILLO COUNTY; DECLARING AN
    |
0014|     EMERGENCY.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|       Section 1.  APPROPRIATION.--One hundred seventy-nine
    |
0018|     thousand dollars ($179,000) is appropriated from the general
    |
0019|     fund to the board of regents of the university of New Mexico for
    |
0020|     expenditure in fiscal years 1996 and 1997 for the purpose of
    |
0021|     funding the African-American student services youth enrichment
    |
0022|     program, including personnel, administrative, travel and
    |
0023|     supplies expenses, at the main campus of the university of New
    |
0024|     Mexico in Bernalillo county.  Any unexpended or unencumbered
    |
0025|     balance remaining at the end of fiscal year 1997 shall revert to
    |
0001|     the general fund.
    |
0002|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0003|     peace, health and safety that this act take effect immediately.
