0012| MAKING AN APPROPRIATION TO CONTRACT FOR A COST-BENEFITS STUDY

0013| FOR A DATABASE; DECLARING AN EMERGENCY.

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. APPROPRIATION.--One hundred forty thousand
|
0017| dollars ($140,000) is appropriated from the general fund to the
|
0018| state department of public education for expenditure in fiscal
|
0019| years 1996 and 1997 to enable the public school capital outlay
|
0020| council to contract for a cost-benefits study. The study will
|
0021| establish a database to include available information about
|
0022| existing New Mexico public school facilities and infrastructure;
|
0023| accumulate and catalog national data, guidelines and standards;
|
0024| and enable assessment of the nature, quality and usefulness of
|
0025| existing information. The study will determine the costs and
|
0001| benefits of maintaining the database for local school districts
|
0002| to use in conjunction with their local infrastructure needs
|
0003| assessments. The contractor shall present a completed report of
|
0004| the study with recommendations to the public school capital
|
0005| outlay council and the legislative education study committee no
|
0006| later than December 1, 1996. Any unexpended or unencumbered
|
0007| balance remaining at the end of fiscal year 1997 shall revert to
|
0008| the general fund.

0009| Section 2. EMERGENCY.--It is necessary for the public
|
0010| peace, health and safety that this act take effect immediately.
