0012| RELATING TO EDUCATION; ENACTING THE SCHOOL-TO-WORK OPPORTUNITIES
|
0013| ACT; MAKING AN APPROPRIATION.
|

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. SHORT TITLE.--This act may be cited as the
|
0017| "School-to-Work Opportunities Act".
|
0018| Section 2. PURPOSE OF ACT.--The purpose of the School-to-Work Opportunities Act is to:
|
0019| A. establish the school-to-work system to facilitate
|
0020| statewide planning for the school-to-work system and to create
|
0021| working relationships among public schools, public post-secondary institutions and the business community to provide
|
0022| positive opportunities for students in the work force;
|
0023| B. provide for a school-based educational system
|
0024| that integrates technology, training in the use of workplace
|
0025| resources and skills development to prepare students for the
|
0001| challenges of the workplace; and
|
0002| C. establish procedures for assisting in the
|
0003| transition of students into the workplace, a job training
|
0004| program or a post-secondary institution.
|
0005| Section 3. DEFINITIONS.--As used in the School-to-Work
|
0006| Opportunities Act:
|
0007| A. "board" means the quality work force advisory
|
0008| board;
|
0009| B. "department" means the state department of public
|
0010| education; and
|
0011| C. "division" means the vocational education
|
0012| division of the department.
|
0013| Section 4. DEPARTMENT DUTIES.--The department shall:
|
0014| A. implement the provisions of the School-to-Work
|
0015| Opportunities Act; and
|
0016| B. establish, in cooperation with public school
|
0017| districts, public post-secondary institutions and communities, a
|
0018| school-to-work system to include:
|
0019| (1) a work-based component emphasizing job
|
0020| training, job placement in the business community and workplace
|
0021| mentoring services;
|
0022| (2) a school-based component emphasizing
|
0023| community involvement in career counseling and placement and
|
0024| integration of academic and vocational education; and
|
0025| (3) a component that places students with
|
0001| community business employers for the purpose of encouraging job
|
0002| placement, continuing education and skills development in the
|
0003| workplace.
|
0004| Section 5. SCHOOL-TO-WORK SYSTEM.--The department shall
|
0005| administer the school-to-work system and shall:
|
0006| A. coordinate all federal and state efforts
|
0007| regarding the school-to-work system;
|
0008| B. provide school-to-work staff development training
|
0009| to teachers, employers, mentors, counselors and other related
|
0010| personnel;
|
0011| C. establish procedures to encourage participation
|
0012| by students in the school-to-work system;
|
0013| D. establish procedures that assist in the
|
0014| transition of students from school to job placement sites;
|
0015| E. assist employers in developing criteria for job
|
0016| placement programs for student participants;
|
0017| F. expand career and academic counseling at
|
0018| elementary and secondary schools to include school-to-work
|
0019| system principles and methodology;
|
0020| G. adopt a school-to-work system for students with
|
0021| disabilities and for students who are at risk of dropping out of
|
0022| school; and
|
0023| H. develop long-range plans for a statewide school-to-work system, including plans to ensure financial stability of
|
0024| the school-to-work system in the event federal resources are no
|
0025| longer available to the department.

0001| Section 6. QUALITY WORK FORCE ADVISORY BOARD--CREATION--APPOINTMENT--MEMBERSHIP.--There is created within the department
|
0002| a "quality work force advisory board" whose members shall be
|
0003| appointed by the governor from a list of recommendations
|
0004| submitted by the president of the state board of education. The
|
0005| board shall be composed of twenty members to include:
|
0006| A. one representative from the governor's office;
|
0007| B. two representatives from the division, one of
|
0008| whom shall be the division's gender equity coordinator;
|
0009| C. two representatives from the labor department,
|
0010| one of whom shall be appointed from the state employment sector;
|
0011| D. one representative from the department's
|
0012| vocational rehabilitation division;
|
0013| E. one representative from a two-year post-secondary
|
0014| educational institution;
|
0015| F. one representative from the economic development
|
0016| department;
|
0017| G. two representatives from organized labor;
|
0018| H. five representatives from the business and
|
0019| industry sector;
|
0020| I. one representative from the disabled community; J. three representatives from the public schools,
|
0021| including an administrator, a teacher and a school counselor;
|
0022| and
|
0023| K. one representative from the New Mexico council on
|
0024| vocational education.
|
0025| Section 7. BOARD PURPOSE AND DUTIES.--
|
0001| A. The purpose of the board is to establish
|
0002| guidelines for the use and renewal of federal and state funds
|
0003| for the school-to-work system and guidelines for the
|
0004| implementation of the school-to-work programs developed by the
|
0005| department.
|
0006| B. The board shall:
|
0007| (1) make recommendations to the department
|
0008| regarding compliance with rules and regulations for the
|
0009| administration of federal and state school-to-work funds; and
|
0010| (2) establish criteria for evaluations of
|
0011| school-to-work programs.
|
0012| Section 8. ANNUAL REPORT.--The department shall submit a
|
0013| report to the legislative education study committee annually
|
0014| regarding how funds are spent by the department for the school-to-work system, the progress of the school-to-work programs and
|
0015| data documenting the success of students and employers
|
0016| participating in the school-to-work system.
|
0017| Section 9. APPROPRIATION.--One hundred fifty thousand
|
0018| dollars ($150,000) is appropriated from the general fund to the
|
0019| state department of public education for expenditure in fiscal
|
0020| year 1997 to establish a school-to-work system to facilitate
|
0021| statewide planning for school-to-work opportunities and to
|
0022| create working relationships among public schools, public post-secondary educational institutions and the business community to
|
0023| provide school-to-work opportunities for students in the work
|
0024| force. Any unexpended or unencumbered balance remaining at the
|
0025| end of fiscal year 1997 shall revert to the general fund.
|
0001| Section 10. EFFECTIVE DATE.--The effective date of the
|
0002| provisions of this act is July 1, 1996.
