    1. On page 1, line 16, after "APPROPRIATION", insert "; DECLARING AN EMERGENCY".

    2. On page 1, lines 23 and 24, strike "Indian affairs department" and insert in lieu thereof "state department of justice".

    3. On page 2, line 9, strike "secretary" and insert in lieu thereof "attorney general".

    4. On page 2, line 10, after the semicolon, insert "and".

    5. On page 2, line 12, strike "; and" and insert in lieu thereof a period.

    6. On page 2, strike lines 13 and 14.

    7. On page 2, line 19, strike "secretary" and insert in lieu thereof "attorney general".

    8. On page 7, line 24, strike "Indian affairs department" and insert in lieu thereof "state department of justice".

    9. On page 8, strike lines 4 and 5 and insert in lieu thereof:
