Your ENERGY, ENVIRONMENT AND NATURAL RESOURCES COMMITTEE, to whom has been referred
HOUSE BILL 457
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 2, line 1, strike "VI" and insert in lieu thereof "6".
2. On page 3, line 8, strike "VI" and insert in lieu thereof "6".
3. On page 3, line 10, strike "II" and insert in lieu thereof "2".
4. On page 3, line 17, before "APPLICABILITY", insert "PORE SPACE OWNERSHIP--SEQUESTRATION--".
5. On page 3, between lines 18 and 19, insert:
"A. Pore space ownership is separate from the mineral estate, resides with the surface owner and may be severed from the surface estate.".
6. Reletter the succeeding subsections accordingly.
7. On page 3, line 24, strike "this 2025" and insert in lieu thereof "that".
8. On page 4, line 1, strike "this 2025" and insert in lieu thereof "that".
9. On page 6, strike lines 2 through 4 and insert in lieu thereof:
"(1) a specific actionable and measurable community benefits plan that includes a process for community engagement and is designed to provide broadly shared benefits to the public who are or may be affected by the sequestration unit or associated facilities;
(2) copies of any permit applications and, if available, any permits or draft permits for injection of carbon dioxide required pursuant to any applicable federal or state law;".
10. Renumber the succeeding paragraphs accordingly.
11. On page 20, line 5, strike "VI" and insert in lieu thereof "6".,
and thence referred to the COMMERCE & ECONOMIC DEVELOPMENT COMMITTEE.
