Mr. Speaker:

 

    Your RURAL DEVELOPMENT, LAND GRANTS AND CULTURAL AFFAIRS COMMITTEE, to whom has been referred

 

HOUSE BILL 419

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, lines 12 and 13, strike "THE NORTH CENTRAL NEW MEXICO ECONOMIC DEVELOPMENT DISTRICT FOR A CORRECTIONAL".

 

     2. On page 1, line 14, strike "PROGRAM" and insert in lieu thereof "PROGRAMS STATEWIDE".

 

     3. On page 1, line 17, before "Thirteen", insert the subsection designation "A.".

 

     4. On page 1, lines 21 and 22, strike "for disbursement to the north central New Mexico economic development district to administer and expand a" and insert in lieu thereof, "to expand".

 

     5. On page 1, line 23, strike "correctional" and strike "program" and insert in lieu thereof "programs statewide".

 

     6. On page 1, after line 25, insert:

 

          "B. The appropriation provided in Subsection A of this section shall provide for:

 

                (1) the statewide expansion of high-quality workforce development opportunities for persons released from the custody of a correctional facility or a jail in the state, based on an estimate of the number of persons likely to be released from custody each year;

 

                (2) with respect to released persons, intensive parallel case management, peer mentoring and resource navigation, all of which are intended to result in reduced recidivism, increased employment longevity and the prevention of homelessness;

 

                (3) the creation of up to two hundred seventy-two individual training accounts to be used by persons released from custody of a correctional facility or a jail in the state, for career enhancement credentialing and for the expansion and leveraging of work-related employment supportive services; and

 

                (4) funding to be disbursed regionally throughout the state based on location release data for persons released from custody and on performance and evaluation indicators related to programs for released persons that align with the standards set in the federal Workforce Innovation and Opportunity Act standards.".,

 

and thence referred to the APPROPRIATIONS & FINANCE COMMITTEE.
