AN ACT
MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF A BORDER BARRIER AT THE NEW MEXICO-MEXICO BORDER.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. APPROPRIATION.--One billion five hundred million dollars ($1,500,000,000) is appropriated from the general fund to the homeland security and emergency management department for expenditure in fiscal years 2025 through 2028 to contract for services for the construction of a border barrier at the New Mexico-Mexico border; provided that money shall not be expended unless the state of New Mexico has entered into an agreement with the federal government to allow such a barrier. Any unexpended or unencumbered balance remaining at the end of fiscal year 2028 shall revert to the general fund.
