A CONCURRENT RESOLUTION
AMENDING THE JOINT RULES OF THE HOUSE AND SENATE REGARDING AVAILABILITY OF PROPOSED COMMITTEE AMENDMENTS AND SUBSTITUTES AND EXECUTIVE AGENCY ANALYSES.
WHEREAS, Legislative Joint Rule 8-1 provides for the
adoption, amendment or repeal of joint rules by concurrent
resolution approved by two-thirds of the membership of each
house;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO, THE SENATE CONCURRING THEREIN, that the following proposed new Joint Rule 13-1, effective with the second session of the fifty-sixth legislature, be adopted to read:
"PUBLICATION OF PROPOSED COMMITTEE AMENDMENTS AND SUBSTITUTIONS AND EXECUTIVE AGENCY ANALYSIS OF LEGISLATION (13-1)
A. Amendments and substitute legislation made available to a committee shall be made publicly available on the legislature's website as soon as is practicable and shall be maintained on the legislature's website, whether adopted or not.
B. Analysis of legislation submitted by executive agencies to the legislative finance committee for development of fiscal impact reports shall be made publicly available on the legislature's website as soon as is practicable after the fiscal impact report has been posted.".
