    Your FINANCE COMMITTEE, to whom has been referred

SENATE BILL 474

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 14, before the period, insert "; DECLARING

AN EMERGENCY".

    2. On page 7, strike Sections 3 and 4 in their entirety and

insert in lieu thereof the following new section:

    "SECTION 3. EMERGENCY.--It is necessary for the public peace,

health and safety that this act take effect immediately.".
