HOUSE FLOOR AMENDMENT number ___1__ to SENATE CONSERVATION COMMITTEE SUBSTITUTE FOR SENATE BILL 337

    1. On page 1, line 16, before the period, insert "; PROTECTING PRIORITY ADMINISTRATION AND WATER RIGHTS OWNERS".

    2. On page 1, line 20, strike "4" and insert in lieu thereof "5".

    3. On page 1, between lines 24 and 25, insert the following new section:

    "SECTION 3. [NEW MATERIAL] CONDEMNATION OF WATER RIGHTS.--Nothing in the Water Security Planning Act shall be construed as permitting the condemnation of water rights or as determining, abridging or affecting in any way the water rights of water right owners in the state.".

    4. Renumber the succeeding sections accordingly.

    5. On page 2, lines 19 and 20, strike "and activities" and insert in lieu thereof ", programs and policies".

    6. On page 3, line 3, strike "environmental noneconomic" and insert in lieu thereof "public welfare".

    7. On page 3, between lines 6 and 7, insert the following new subparagraph:

                  "(a) the identification of regional stakeholders and opportunities for stakeholder collaboration;".

    7. Reletter the succeeding subparagraphs accordingly.

    8. On page 3, line 16, strike "and activities" and insert in lieu thereof ", programs and policies".

    9. On page 4, line 4, strike "equitable".

    10. On page 4, line 5, strike "and at-risk".

    11. On page 4, line 23, strike "and activities" and insert in lieu thereof ", programs and policies".

    12. On page 5, line 7, strike "locally based".

    13. On page 5, line 16, after "management", insert ", if prioritized by the region,".

    14. On page 6, line 5, strike "seek to equitably balance water uses" and insert in lieu thereof "consider public welfare values, balancing water uses and the needs of future generations of New Mexicans".

    15. On page 6, lines 7 and 8, strike Paragraph (4) in its entirety.

    16. Renumber the succeeding paragraphs accordingly.

    17. On page 6, line 13, strike "provide for equitable" and insert in lieu thereof "consider".

    18. On page 6, line 17, before the semicolon, insert "as identified in the entity's guidelines".

    19. On page 6, line 25, strike "at-risk" and insert in lieu thereof "rural".

    20. On page 7, line 10, strike "--WATER PLANNING FUNDING".
