Mr. President:

    Your TAX, BUSINESS AND TRANSPORTATION COMMITTEE, to whom has been referred

SENATE BILL 61

has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:

 

1. On page 1, line 12, before the semicolon, insert "AND THE

SUBSTANCE ABUSE EDUCATION FUND" and strike line 15 in its entirety and insert in lieu thereof "INCREASING CERTAIN RATES OF THE LIQUOR EXCISE TAX.".

    2. On page 2, line 17, strike "forty-nine and one-half" and insert in lieu thereof "twenty-four and three-fourths".

    3. On page 2, line 19, strike the closing quotation mark and between lines 19 and 20, insert the following new subsection:

         "E. A distribution pursuant to Section 7-1-6.1 NMSA 1978 in an amount equal to twenty-four and three-fourths percent of the net receipts attributable to the liquor excise tax shall be made to the substance abuse education fund."".

    4. On page 3, line 20, strike "one cent ($.01)" and insert in lieu thereof "two cents ($.02)".

    5. On page 4, lines 6 and 7, strike "two cents ($.02)" and insert in lieu thereof "three cents ($.03)", on line 10, strike "three cents ($.03)" and insert in lieu thereof "four cents ($.04)" and on line 14, strike "five cents ($.05)" and insert in lieu thereof "seven cents ($.07)".

    6. On page 5, lines 11 and 12, strike "one cent ($.01)" and insert in lieu thereof "two cents ($.02)", on line 14, strike "two cents ($.02)" and insert in lieu thereof "four cents ($.04)", on line 17, strike "two cents ($.02)" and insert in lieu thereof "four cents ($.04)" and on line 20, strike "three cents ($.03)" and insert in lieu thereof "six cents ($.06)".

and thence referred to the FINANCE COMMITTEE.
