has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 4, line 21, after "shall", insert "apply to the state engineer to".

    2. On page 8, line 10, strike "and subsequent boards" and

insert in lieu thereof "board".
