A JOINT RESOLUTION
PROPOSING TO AMEND ARTICLE 2 OF THE CONSTITUTION OF NEW MEXICO TO PROVIDE THAT EVERY PERSON SHALL HAVE A FUNDAMENTAL RIGHT TO BE FREE FROM VACCINATION REQUIREMENTS.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. It is proposed to amend Article 2 of the constitution of New Mexico by adding a new section to read:
"Every person shall have a fundamental right to be free from any mandate or requirement to be vaccinated, and no law shall abridge the right of a person to choose whether to be vaccinated. No municipality or county shall regulate, in any way, an incident of the right to be free from vaccination requirements."
SECTION 2. The amendment proposed by this resolution
shall be submitted to the people for their approval or
rejection at the next general election or at any special
election prior to that date that may be called for that
purpose.
