AN ACT

MAKING AN APPROPRIATION TO THE INDIAN AFFAIRS DEPARTMENT FOR LIBRARY, INTERNET ACCESS AND EDUCATIONAL RESOURCE CENTER PROJECTS FOR INDIAN NATIONS, TRIBES AND PUEBLOS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--

          A. An aggregate total of ninety-four million seven hundred eighty-two thousand nine hundred forty-two dollars ($94,782,942) is appropriated from the general fund to the Indian affairs department for expenditure in fiscal years 2021 through 2025 for the following purposes:

                (1) sixty-six million six hundred eighty-two thousand nine hundred forty-two dollars ($66,682,942) to plan, design, renovate, expand, construct, equip and furnish libraries and education centers statewide for Indian nations, tribes and pueblos as follows:

                     (a) the Pueblo of Acoma in Cibola county, four million five hundred thousand dollars ($4,500,000);

                     (b) the Pueblo of Cochiti in Sandoval county, one million three hundred thousand dollars ($1,300,000);

                     (c) the Pueblo of Isleta in Bernalillo, Torrance and Valencia counties, one million five hundred thousand dollars ($1,500,000);

                     (d) the Pueblo of Jemez in Sandoval county, two million five hundred thousand dollars ($2,500,000);

                     (e) the Pueblo of Laguna in Bernalillo, Cibola and Sandoval counties, six hundred ninety-seven thousand dollars ($697,000);

                     (f) the Pueblo of Nambe in Santa Fe county, one million one hundred thousand dollars ($1,100,000);

                     (g) the Pueblo of Ohkay Owingeh in Rio Arriba county, five million one hundred thousand dollars ($5,100,000);

                     (h) the Pueblo of Picuris in Taos county, one million one hundred thousand dollars ($1,100,000);

                     (i) the Pueblo of Pojoaque in Santa Fe county, four million five hundred thousand dollars ($4,500,000);

                     (j) the Pueblo of Sandia in Sandoval and Bernalillo counties, nine hundred ten thousand dollars ($910,000);

                     (k) the Pueblo of San Felipe in Sandoval county, two million dollars ($2,000,000);

                     (l) the Pueblo of San Ildefonso in Santa Fe county, two million four hundred thousand dollars ($2,400,000);

                     (m) the Pueblo of Santa Ana in Sandoval county, three million dollars ($3,000,000);

                     (n) the Pueblo of Santa Clara in Rio Arriba, Santa Fe and Sandoval counties, three million three hundred twenty-five thousand nine hundred forty-two dollars ($3,325,942);

                     (o) Kewa Pueblo in Sandoval county, five million dollars ($5,000,000);

                     (p) the Pueblo of Taos in Taos county, two million four hundred thousand dollars ($2,400,000);

                     (q) the Pueblo of Tesuque in Santa Fe county, one million five hundred thousand dollars ($1,500,000);

                     (r) the Pueblo of Zia in Sandoval county, one million one hundred thousand dollars ($1,100,000);

                     (s) the Pueblo of Zuni in McKinley county, five million one hundred thousand dollars ($5,100,000);

                     (t) the Torreon-Star Lake chapter of the Navajo Nation in Sandoval county, five million dollars ($5,000,000);

                     (u) the Jicarilla Apache Nation in Rio Arriba and Sandoval counties, six hundred fifty thousand dollars ($650,000); and

                     (v) the Mescalero Apache Tribe in Otero county, twelve million dollars ($12,000,000);

                (2) four million six hundred thousand dollars ($4,600,000) to provide matching funds to federal grants for high-speed internet access and telecommunications for schools and libraries through a pueblo education network that will provide an advanced communication network to connect all tribal educational entities through fiber-optic broadband infrastructure with security operations and a data center at the Santa Fe Indian school;

                (3) six million dollars ($6,000,000) for high-speed internet access on the Navajo Nation and for the internet to the hogan project in New Mexico;

                (4) five hundred thousand dollars ($500,000) for high-speed internet access on the Jicarilla Apache Nation in Rio Arriba and Sandoval counties;

                (5) two million five hundred thousand dollars ($2,500,000) for a curriculum and materials development center at Navajo technical university in Crownpoint in McKinley county;

                (6) one million five hundred thousand dollars ($1,500,000) for an early childhood practicum at Navajo technical university in McKinley county;

                (7) one million five hundred thousand dollars ($1,500,000) for a curriculum and materials development center at the Pueblo of Zuni in McKinley county;

                (8) one million five hundred thousand dollars ($1,500,000) for a curriculum and materials development center for the Mescalero Apache Tribe in Otero county;

                (9) one million five hundred thousand dollars ($1,500,000) for an education resource center for the Dzil Ditl'looi school of empowerment, action and perseverance charter school on the Navajo Nation in McKinley county;

                (10) two million five hundred thousand dollars ($2,500,000) for an education resource center and one million dollars ($1,000,000) for an early childhood center at the Pueblo of Jemez in Sandoval county; and

                (11) five million dollars ($5,000,000) for the Kewa child care and development center at the Kewa Pueblo in Sandoval county.

          B. Any unexpended or unencumbered balance of an

appropriation made for a project pursuant to this section shall

revert to the tribal infrastructure project fund within six months of completion of the project, but no later than fiscal year 2025.
