    1. On page 1, line 15, before the period, insert "; DECLARING AN EMERGENCY".

    2. On page 12, between lines 3 and 4, insert the following new section to read:

    "SECTION 4. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately."
