has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 3, lines 14 and 15, strike "ten billion dollars ($10,000,000,000)" and insert in lieu thereof "seventeen billion dollars ($17,000,000,000)".

    2. On page 4, line 6, strike "one" and insert in lieu thereof "one-half".,

and thence referred to the FINANCE COMMITTEE.
