Your FINANCE COMMITTEE, to whom has been referred
HOUSE FLOOR SUBSTITUTE FOR
HOUSE BILL 217, as amended
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. Strike all items of House Floor Amendment number 1.
2. On page 1, line 16, before the period, insert "AND THE LOCAL GOVERNMENTS ROAD FUND".
3. On page 3, line 6, strike "G" and insert in lieu thereof "H" and on line 7, strike "claim for an".
4. On page 3, line 25, strike the period and insert in lieu thereof:
"for an electric vehicle that was purchased or, in the case of an electric vehicle that is leased, the three taxable years in which the credit may be claimed.".
5. On page 4, strike lines 1 through 4 and insert in lieu thereof:
"D. A taxpayer certified to claim an electric vehicle income tax credit for an electric vehicle that is leased shall be allowed to claim one-third of the amount of credit allowed pursuant to Subsection B of this section for the first and second taxable years in which the credit is claimed and the remaining amount in the third taxable year; provided that the lease the taxpayer entered into was in effect for the taxable year in which the amount of credit will be applied.
E. Applications for certification of an electric vehicle income tax credit shall be made no later than one calendar year from the date in which the electric vehicle is purchased or the lease is entered into.".
6. On page 6, line 7, strike "nine" and insert in lieu thereof "eight".
7. Reletter subsections to correspond to these amendments.
8. On page 10, lines 12 and 13, strike "fifty dollars ($50.00)" and insert in lieu thereof "one hundred dollars ($100)".
9. On page 10, lines 18 and 19, strike "twenty dollars ($20.00)" and insert in lieu thereof "fifty dollars ($50.00)".
10. On page 14, line 1, strike "the amount" and insert in lieu thereof "an amount equal to seventy-seven percent".
11. On page 14, line 3, strike the comma and insert in lieu there of a colon and the subparagraph designation "(a)".
12. On page 14, line 7, after the semicolon, insert "and" and between lines 7 and 8, insert the following:
"(b) an amount equal to twenty-three percent of the fees collected pursuant to Section 3 of this 2020 act;".
