SENATE BILL 344

AN ACT

RELATING TO HIGHER EDUCATION; CREATING THE VOCATIONAL TRAINING PILOT PROJECT AT EASTERN NEW MEXICO UNIVERSITY'S ROSWELL BRANCH CAMPUS; MAKING AN APPROPRIATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. [NEW MATERIAL] VOCATIONAL TRAINING PILOT PROJECT--CREATED.--

          A. Eastern New Mexico university shall establish the vocational training pilot project at its Roswell branch campus.

          B. The vocational training pilot project shall provide vocational education and training to individuals who qualify to be students of the pilot project.

          C. To qualify to be a student of the vocational training pilot project, a person shall:

                (1) complete any other requirements required by eastern New Mexico university;

                (2) have earned a high school equivalency credential; and

                (3) have completed:

                     (a) tenth grade; or

                     (b) the community-oriented intervention program operated in Roswell by the New Mexico national guard, known as the New Mexico youth challenge academy.

     SECTION 2. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the board of regents of eastern New Mexico university for expenditure in fiscal years 2020 and 2021 to fund the vocational training pilot project at eastern New Mexico university's Roswell branch campus. Any unexpended or unencumbered balance remaining at the end of fiscal year 2021 shall revert to the general fund.
