A MEMORIAL
REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO CONVENE A TASK FORCE TO DEVELOP A LONG-TERM, ENVIRONMENTALLY CLEAN ENERGY POLICY FOR NEW MEXICO.
WHEREAS, New Mexico is blessed with an abundance of natural resources, and particularly with renewable resources such as solar and wind; and
WHEREAS, New Mexico is ranked fourth among the fifty states in its solar resources; and
WHEREAS, at this time, New Mexico is ranked lower than at least ten other states in the development of solar and wind resources, and with regard to wind energy, most of the wind power developed in New Mexico is exported to other states; and
WHEREAS, New Mexico has the potential to become a national leader in transitioning to a clean-fuel-based economy in a manner that balances environmental and economic benefits;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to convene a task force to develop a long-term, environmentally clean energy policy for New Mexico; and
BE IT FURTHER RESOLVED that the task force consider the most efficient use of all currently available energy resources and the economic benefits to all stakeholders; and
BE IT FURTHER RESOLVED that the task force consider statewide energy efficiency, transportation and conservation best practices and currently available control technologies in developing the policy; and
BE IT FURTHER RESOLVED that the task force be composed of representatives from all statewide constituencies, including energy utilities; energy resource providers; local governments; economic, legal and tax analysts; and environmental interest groups; and
BE IT FURTHER RESOLVED that the task force present a comprehensive and detailed policy recommendation to the appropriate interim committee by September 2018; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the co-chairs of the New Mexico legislative council.
