A JOINT MEMORIAL
ENCOURAGING STATE AGENCIES TO SUPPORT THE DEVELOPMENT OF AN ENERGY ROAD MAP FOR NEW MEXICO.
WHEREAS, in December 2016, the energy, minerals and natural resources department received a grant form the United States department of energy to develop a statewide energy road map over the next two years; and
WHEREAS, the development of a statewide energy road map would support partnerships and stakeholder involvement with state energy producers, including electric utilities; the oil and gas industry; the coal mining industry; the renewable energy industry; the nuclear power industry; the transportation industry; various local, state and government agencies; community education institutions; and others; and
WHEREAS, the following partners have already provided letters of support for and commitment to the development of the energy road map: the public regulation commission; the department of environment; the New Mexico oil and gas association; Cyrq energy; New Mexico's established program to stimulate competitive research; the green builder coalition; the interwest energy alliance; the independent petroleum association of New Mexico; the New Mexico finance authority; the Santa Fe green chamber of commerce; New Mexico first; the New Mexico rural electric cooperative association; the public service company of New Mexico; positive energy solar; sacred power; the San Juan coal company; the strategic action forum; the tri-state generation and transmission association, URENCO USA; the mid-region council of governments; the microgrid systems laboratory; Santa Fe community college; NSE, incorporated; the auto alliance; Ormat technologies, inc., and the home builders association of central New Mexico; and
WHEREAS, the development of a statewide energy road map would assist the state in determining how to develop, by the most effective means possible, a more viable energy future for New Mexico; and
WHEREAS, the energy conservation and management division of the energy, minerals and natural resources department will take a lead role in a public and private partnership to develop a statewide energy road map; and
WHEREAS, the statewide energy road map development process seeks to craft planning strategies for the future of energy production, distribution and use that builds on the 2015 New Mexico energy policy and implementation plan; and
WHEREAS, the current renewable portfolio standard for energy production in the state will not increase after 2020, and the 2015 energy policy and implementation plan provides guidelines for policy development for a new standard after 2020; and
WHEREAS, the goal of the United States department of energy is to craft a statewide energy road map that defines the steps required to move to a more diversified energy portfolio for future production and distribution and for efficient use of energy in New Mexico; and
WHEREAS, the energy road map will be a source of guidance for the post-2020 renewable portfolio standard, with a potentially broader new portfolio standard, while maintaining the reliability and resiliency of utilities infrastructure; and
WHEREAS, the energy, minerals and natural resources department seeks to provide policy insight and guidance to New Mexico's businesses and industries through the energy road map; and
WHEREAS, the energy road map would provide future goals for economic development related to the energy sector in the state;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that state agencies be encouraged to partner with the energy, minerals and natural resources department in the development of a statewide energy road map; and
BE IT FURTHER RESOLVED that the state agencies be encouraged to provide information to the energy, minerals and natural resources department in the development of a statewide energy road map; and
BE IT FURTHER RESOLVED that each appropriate agency provide representation for the development of a statewide energy road map; and
BE IT FURTHER RESOLVED that the energy, minerals and natural resources department and other interested parties be requested to present an update on the development and progress of a statewide energy road map to the appropriate interim committee by November 2018; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of energy, minerals and natural resources, the director of the energy conservation and management division of the energy, minerals and natural resources department, the secretary of economic development, the public regulation commissioners, the commissioner of public lands, the secretary of environment, the secretary of transportation and the secretary of taxation and revenue.
