has had it under consideration and reports same with recommendation that it DO NOT PASS, but that

SENATE PUBLIC AFFAIRS COMMITTEE SUBSTITUTE FOR

SENATE BILLS 82 & 128

DO PASS, amended as follows:

    1. On page 1, line 15, before the period, insert "; DECLARING AN EMERGENCY".

    2. On page 3, line 15, strike "July 1, 2017" and insert in lieu thereof "the effective date of this 2017 act".

    3. On page 3, between lines 15 and 16, insert the following new section:

    "SECTION 4. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".,

and thence referred to the JUDICIARY COMMITTEE.
