    1. On page 1, line 14, after "APPROPRIATION", insert

"; DECLARING AN EMERGENCY".

    2. On page 2, lines 17 and 18, strike Section 2 in its entirety and insert in lieu thereof a new section to read:

    "SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
