    Your JUDICIARY COMMITTEE, to whom has been referred

SENATE BILL 8, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 14, strike "; MAKING AN APPROPRIATION".

    2. On page 2, line 14, strike "regulate,". 

    3. On page 2, line 15, after "well", insert "located at Unit Letter M (SW/4 of the SW/4) in Section 17, Township 22 South, Range 27 East, NMPM; Eddy County, New Mexico".

    4. On page 2, line 19, after "rules", insert "and issue revenue bonds pursuant to a revenue source dedicated to the authority or the Carlsbad brine well remediation fund".

    5. On page 3, lines 16 through 22, strike Section 3 in its entirety and insert in lieu thereof the following new section to read:

    "SECTION 3. [NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The Carlsbad brine well remediation authority is terminated on July 1, 2027 pursuant to the Sunset Act. The authority shall continue to operate according to the provisions of this act until July 1, 2028. Effective July 1, 2028, this act is repealed.".

    6. Renumber the succeeding section accordingly.,

and thence referred to the FINANCE COMMITTEE.
