Mr. Speaker:

    Your AGRICULTURE, WATER & WILDLIFE COMMITTEE, to whom has been referred

HOUSE MEMORIAL 114

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 3, between lines 20 and 21, insert the following:

     "BE IT FURTHER RESOLVED that the department of game and fish be requested to consider achieving increased elk harvest through the issuance of twenty percent more licenses and authorizations through the department's elk private land use system in hunting license year 2016-17; and".

     2.   On page 3, strike lines 21 through 24 in their entirety and insert the following:

     "BE IT FURTHER RESOLVED that the department of game and fish be requested to consider evaluating and adopting a new rule that recognizes the contributions to elk management of landowners who own less than two hundred fifty acres that harbor elk during critical periods throughout the year and allows those landowners to receive authorizations for licenses through the department's elk private land use system, and that the director of the department of game and fish be requested to report the results of this system of elk population management to the legislative finance committee and interim committees assigned to hear testimony on wildlife management issues by December 1, 2016; and".
