    1. On page 4, line 19, after the semicolon, insert "and" and strike lines 20 and 21 in their entirety.

    2. Reletter the succeeding subparagraph accordingly.

    3. On page 4, line 22, strike "restricts" and insert in lieu thereof "prohibits".,

and thence referred to the JUDICIARY COMMITTEE.
