Your EDUCATION COMMITTEE, to whom has been referred
HOUSE BILL 76
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 2, lines 7 through 16, strike Subsection C in its entirety and insert in lieu thereof:
"C. "professional growth plan" means a written plan that:
(1) is initiated as a result of a licensed school employee receiving a minimally effective or ineffective summative evaluation rating;
(2) articulates the specific areas of unsatisfactory performance and provides feedback and recommendations on how to improve practice;
(3) is in effect for ninety school days; and
(4) states the expectation that the teacher demonstrate improvement in certain areas within ninety working days of receiving the professional growth plan;".
2. On page 6, line 2, after the period, insert the following:
"If by the end of the school year the teacher fails to demonstrate essential competency, the school district shall provide the teacher with a professional growth plan during the following school year. If by the end of that school year the teacher fails to demonstrate essential competency, a school district may choose not to contract with the teacher.".
3. On page 14, line 4, strike "a" and insert in lieu thereof:
"the school district shall provide the teacher with a professional growth plan during the following school year. If by the end of that school year the teacher fails to demonstrate essential competency, the".
4. On page 16, line 1, strike "development" and insert in lieu thereof "growth".
