    Your JUDICIARY COMMITTEE, to whom has been referred

HOUSE MEMORIAL 16

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 2, between lines 3 and 4, insert the following:

     "WHEREAS, it is generally considered that "safe harbor" laws regarding human trafficking and prostitution can prevent minor victims of sex trafficking from being prosecuted for prostitution and can protect child victims of sex trafficking from further exploitation by providing them with specialized services; and".

     2. On page 2, between lines 19 and 20, insert the following:

     "BE IT FURTHER RESOLVED that the children, youth and families department be invited to participate in the task force; and".
