A JOINT MEMORIAL

REQUESTING THE SECRETARY OF INFORMATION TECHNOLOGY TO RESEARCH THE FEASIBILITY OF AND PROPOSE AN OPERATING PLAN FOR DEPLOYING AND MAINTAINING A BUSINESS PORTAL THROUGH WHICH BUSINESSES COULD ACCESS STATE INFORMATION AND SERVICES.

 

     WHEREAS, the state of New Mexico is committed to being perceived as a "business friendly" state by in-state as well as out-of-state businesses; and

     WHEREAS, the legislature recognizes that the owners of small businesses are the heart and soul of New Mexico's business community and that owners of small businesses are often frustrated by the myriad state agencies with which they must deal to obtain the necessary permits, registrations, certificates, forms and other paperwork required to operate a business; and

     WHEREAS, the development of a single business portal from which a business could access state services would be a tremendous benefit to small, medium and large businesses alike and would help demonstrate that New Mexico is business friendly;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the secretary of information technology be requested to research the technical feasibility of developing a New Mexico business portal through which businesses could conduct transactions with the state; check on tax, workers' compensation and business license requirements and filing and renewal dates; "chat" with state agency personnel; schedule appointments with state agencies; pay various fees and taxes; complete paperwork necessary to do business in and with the state; register vehicles; request building permits and inspections; and be notified of requests for proposals; and

     BE IT FURTHER RESOLVED that the secretary of state, the secretary of taxation and revenue, the secretary of energy, minerals and natural resources, the secretary of environment, the secretary of economic development, the secretary of finance and administration, the superintendent of regulation and licensing, the director of the motor vehicle division of the taxation and revenue department, the director of the purchasing division of the general services department and any other agencies requested by the secretary of information technology be requested to cooperate and collaborate fully with the secretary of information technology in creating an inventory of web-based commerce services currently offered, and that could be offered, and in evaluating how best to offer a business portal in New Mexico; and

     BE IT FURTHER RESOLVED that the secretary of information technology be requested to prepare an operating plan and budget for the business portal, which should include development, deployment, maintenance and staffing, and that the secretary submit the funding request to the second session of the fifty-first legislature for consideration; and

     BE IT FURTHER RESOLVED that the secretary of information technology be requested to report the secretary's findings and recommendations to the appropriate interim committee of the legislature by November 1, 2013; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of information technology, the secretary of state, the secretary of taxation and revenue, the secretary of energy, minerals and natural resources, the secretary of environment, the secretary of economic development, the secretary of finance and administration, the superintendent of regulation and licensing, the director of the motor vehicle division of the taxation and revenue department and the director of the purchasing division of the general services department.
