A MEMORIAL
REQUESTING THE SECRETARY OF WORKFORCE SOLUTIONS TO CONDUCT A STUDY ON HOW TO PROVIDE ASSISTANCE TO HISPANICS AND NATIVE AMERICANS WHO SEEK TO GAIN THE SKILLS AND EDUCATION NEEDED TO JOIN THE WORK FORCE.
WHEREAS, Hispanic and Native American populations can experience difficulties when seeking to enter the work force; and
WHEREAS, these difficulties may be due to the lack of access that Hispanics and Native Americans have to apprenticeship and training programs designed to assist people who are looking to enter or reenter the work force, especially in new and emerging industries; and
WHEREAS, Hispanics and Native Americans face language barriers and difficulties in attaining a high school diploma or passing a general educational development test, which can prevent them from developing the skills needed to be employed in new and emerging industries that require more technical and computer-based skills; and
WHEREAS, it is important to study what is needed to provide the assistance Hispanic and Native American populations need to gain access to apprenticeship and training programs so that they may enter the work force and help expand New Mexico's economy;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the secretary of workforce solutions be requested to conduct a study on how best to provide assistance to Hispanics and Native Americans who seek to gain the skills and education needed to join the work force and help expand New Mexico's economy; and
BE IT FURTHER RESOLVED that the secretary of workforce solutions present the results of the study, including recommendations and findings, to the appropriate interim legislative committee by November 1, 2013; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the secretary of workforce solutions.
