AN ACT
RELATING TO HEALTH CARE; CREATING A PROGRAM IN THE DEPARTMENT OF HEALTH TO PREVENT AND REDUCE DIABETES AMONG NATIVE AMERICAN YOUTH; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. [NEW MATERIAL] NATIVE AMERICAN YOUTH DIABETES PREVENTION PROGRAM.--
A. The department of health shall coordinate with tribal public health programs and the Indian health service of the United States department of health and human services to develop protocols to prevent the occurrence of diabetes among Native American youth.
B. The department of health shall implement the protocols developed to prevent diabetes among Native American youth in urban centers and provide the support needed by tribal public health programs to implement those protocols.
C. The department of health shall report to the appropriate interim legislative committee on the progress of the diabetes prevention protocols required in this section by November 2014 and at least every second year following the first report.
D. As used in this section:
(1) "Native American" means a person who is a member of a tribe;
(2) "tribal public health program" means a program providing health services for the government of a tribe located in New Mexico;
(3) "tribe" means a federally recognized Indian nation, tribe or pueblo; and
(4) "youth" means a person who is eighteen years of age or less.
SECTION 2. APPROPRIATION.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2013 to coordinate with tribal public health programs to develop and implement youth diabetes prevention protocols. Any unexpended or unencumbered balance remaining at the end of fiscal year 2013 shall revert to the general fund.
