A MEMORIAL
REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO STUDY THE CORRELATION BETWEEN FOURTH AND EIGHTH GRADE READING AND MATHEMATICS PROFICIENCY SCORES AND HIGH SCHOOL DROPOUT RATES.
WHEREAS, the public education department measures adequate yearly progress for each public school and school district in mathematics, reading and the language arts; and
WHEREAS, each school district's annual accountability report includes graduation rates for each public high school in the school district; and
WHEREAS, as part of the graduation rate information, the school district identifies contributing factors to non-graduation, such as transfer out of the school district, pregnancy, dropout and other factors;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the public education department be requested to tabulate and compare the fourth and eighth grade reading and mathematics proficiency scores for graduating and non-graduating students for the past ten years, with breakdowns by counties and school districts; and
BE IT FURTHER RESOLVED that the tabulation and comparison take into account, where possible, contributing factors to non-graduation, such as transfer out of the school district, pregnancy, dropout and other factors; and
BE IT FURTHER RESOLVED that a final report of this study be transmitted to the governor, the legislative education study committee, the higher education department and the workforce solutions department and be published on a publicly available web site; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the public education department.
