    Your FINANCE COMMITTEE, to whom has been referred

SENATE BILL 460, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike Senate Public Affairs Committee Amendment 1.

    2. On page 2, between lines 4 and 5, insert the following paragraph:

             "(6) the chief financial officer of a state institution of higher education appointed by the governor with the advice and consent of the senate;".

    3. Renumber the succeeding paragraphs accordingly.

    4. On page 2, line 17, strike "four" and insert in lieu thereof "three".

    5. On page 2, line 18, strike "nine" and insert in lieu thereof "ten".

    6. On page 2, line 23, strike "(6) through (10)" and insert in lieu thereof "(7) through (11)".

    7. On page 3, line 1, strike "(6) through (10)" and insert in lieu thereof "(7) through (11)".

    8. On page 3, line 8, strike "(6) through (10)" and insert in lieu thereof "(7) through (11)".

    9. On page 3, line 14, strike "(6) through (10)" and insert in lieu thereof "(7) through (11)".

    10. On page 3, line 15, after "and" insert "no less than five years'".

    11. On page 4, line 6, strike "(6) through (10)" and insert in lieu thereof "(7) through (11)".

    12. On page 4, line 20, strike "(6) through (9)" and insert in lieu thereof "(7) through (10)".

    13. On page 5, lines 3 through 11, strike Subsection C and insert in lieu thereof the following subsection:

         "C. The three members appointed pursuant to Paragraph (11) of Subsection A of Section 6-8-2 NMSA 1978 shall be appointed by the other ten members, including members serving on an interim basis, as the terms of the public members serving on July 1, 2009 expire.".
