Mr. Speaker:

    Your HEALTH AND GOVERNMENT AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 71, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. Strike Senate Corporations and Transportation Committee

Amendments 1 and 2.

     2. On page 1, line 13, after "ACT", insert "AND ARE SUBJECT TO THE WINTER DISCONNECTION MORATORIUM".

     3. On page 1, between lines 15 and 16, insert the following new section:

     "Section 1. Section 27-6-11 NMSA 1978 (being Laws 1979, Chapter 290, Section 1) is amended to read:

     "27-6-11. SHORT TITLE.--[This act] Chapter 27, Article 6 NMSA 1978 may be cited as the "Low Income Utility Assistance Act"."".

     4. Renumber the succeeding section accordingly.

     5. On page 1, line 24 through page 2, line 1, strike Paragraph (2) in its entirety and insert in lieu thereof:

                "(2) "utility" means a publicly, privately or municipally owned utility or a distribution cooperative utility for the rendition of electric power or gas.".
