    1. On page 18, between lines 15 and 16, insert the following new subsection:

         "B. Prior to issuance of any bond by the authority, the state board of finance shall review the proposed issuance of the bonds and determine whether any fee payable to a third party in connection with issuance of the bonds is reasonable and whether the income stream necessary to retire the bonds is adequate. The authority shall not issue bonds without the express written authorization of the state board of finance.".

    2. Reletter the succeeding subsection accordingly.
