AN ACT
RELATING TO CULTURAL AFFAIRS; CREATING THE LITERARY ACQUISITIONS FUND; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. LITERARY ACQUISITIONS FUND CREATED.--The "literary acquisitions fund" is created as a nonreverting fund in the state treasury. The fund consists of appropriations, gifts, grants and donations. The cultural affairs department shall administer the fund, and money in the fund is appropriated to the department to acquire literary and historical documents of novelists, poets, playwrights, scriptwriters, historians and other writers of works related to New Mexico and the southwest. Purchases from the fund are subject to the approval of the secretary of cultural affairs and the board of regents of the museum of New Mexico. Disbursements from the fund shall be made by warrant of the secretary of finance and administration pursuant to vouchers signed by the secretary of cultural affairs or the secretary's authorized representative.
Section 2. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the literary acquisitions fund for expenditure in fiscal year 2010 and subsequent fiscal years to carry out the purposes of the fund. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the general fund.
