AN ACT

MAKING AN APPROPRIATION FOR LOW-INCOME ENERGY ASSISTANCE PROGRAMS AND WEATHERIZATION; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--

          A. Six million dollars ($6,000,000) is appropriated from the general fund for expenditure in fiscal years 2009 and 2010 as follows to improve energy use for persons in poverty in New Mexico:

                (1) four million dollars ($4,000,000) to the human services department for the low-income home energy assistance program; and

                (2) two million dollars ($2,000,000) to the department of finance and administration for weatherization assistance through the New Mexico mortgage finance authority.           B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2010 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
