    1. On page 9, line 18, strike "PROHIBITION OF", strike "Except" and strike lines 19 through 22 in their entirety and insert in lieu thereof:

    "The department may promulgate rules for the use, disclosure and protection of electronic medical records; provided that no rules shall be promulgated that require providers to use electronic medical records other than those necessary to comply with federal requirements.".
