SUMMARY

Synopsis of Bill

House Bill 128 appropriates $75 thousand from the general fund to Cultural Affairs department

for the purpose of conducting a program to honor Chimayo valley elders, teaching arts and crafts

to Chimayo-area youth, a high school art show in Espanola, tours of Chimayo-area arts business

and artists, and an oral history of the Chimayo area.

FISCAL IMPLICATIONS

The appropriation of $75 thousand contained in this bill is a recurring expense to the General

Fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to

the General Fund.

SIGNIFICANT ISSUES

The Chimayo area is rich with cultural traditions and funding in House Bill 128 may provide

opportunities to expand programs that celebrate the community’s arts resources. The

department’s mission includes the identification and development of New Mexico cultural assets.

The programs outlined in this bill could further the department’s service to northern New

Mexico.

PERFORMANCE IMPLICATIONS

If enacted, the LFC recommends that the Cultural Affairs department submit a plan for program

evaluation with specific program goals and criteria for assessing the effectiveness and provide

suggested outputs, outcomes and performance measures to evaluate the performance of state

government programs as prescribed in the Accountability in Government Act.

ADMINISTRATIVE IMPLICATIONS

Expenditure of the appropriation contained in this bill would be overseen by the Cultural Affairs

department. The department has stated that it can administer this program through existing

resources.

OTHER SUBSTANTIVE ISSUES

According to the Public Education department, the NM Content Standards for the Arts include:

• Demonstration of an understanding of the dynamics of the creative process.

• Observation, discussion, analysis and making critical judgments about artistic works.

• Increased awareness of diverse peoples through the performing arts.

• Connections and parallels among the arts, health and physical education disciplines as

well as science, math, language arts, social studies, modern, classical and native

languages and career technology.

• Contributions to the local community by sharing learning in producing arts and crafts.
