AN ACT
RELATING TO HEALTH CARE; ENACTING A SECTION OF THE RURAL PRIMARY HEALTH CARE ACT TO PROVIDE FOR EXTENDED SERVICE HOURS AT ELIGIBLE PROGRAMS; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. A new section of the Rural Primary Health Care Act is enacted to read:
"[NEW MATERIAL] ELIGIBLE PROGRAMS--SERVICE HOURS EXTENSION.--
A. The department shall develop a process whereby an eligible program may submit a plan to the department to expand its service hours while providing a full range of primary health care services. If an eligible program expands its service hours, it shall provide its full range of primary health care services during all service hours.
B. For the purposes of this section, "service hours" means the hours during which an eligible program is open to the public for health care appointments or walk-in visits."
Section 2. APPROPRIATION.--One million dollars ($1,000,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2009 for eligible programs to plan and implement extended service hours. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the general fund.
