has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 24, strike "mechanical restraint;".

     2. On page 15, line 21, after "organizations", insert "or a facility created pursuant to the Adolescent Treatment Hospital Act".

     3. On page 30, line 9, strike “hospitals,”.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
