HOUSE BILL 241

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 18, line 5, strike "a hearing officer" and insert in lieu thereof "an impartial person".

 

     2. On page 18, line 9, strike "hearing officer" and insert in lieu thereof "impartial person".

 

     3. On page 18, line 11, after "decision", strike the remainder of the line, strike line 12 and strike line 13 up to the period.

 

     4. On page 19, line 3, strike "student".

 

     5. On page 28, line 17, strike "June 30" and insert in lieu thereof "July 1".

 

     6. On page 29, line 23, after the period, strike the remainder of the line, strike lines 24 and 25 and on page 30, strike line 1 up to the quotation marks.

 

     7. On page 31, line 11, strike "30" and insert in lieu thereof "20".

 

     8. On page 39, line 13, after the period, strike the remainder of the line and strike lines 14 through 22.

 

     9. On page 44, line 15, after "language", insert "and bilingual".

 

     10. On page 54, line 3, after "accounts" insert a dash and remove the brackets and the line through "CASH BALANCES".

 

     11. On page 60, line 13, before the period, insert "and be taught by teachers with a license endorsement for physical education".

 

     12. On page 63, line 14, strike "gifted".

 

     13. On page 63, line 15, after "criteria" insert "for gifted students".

 

     14. On page 70, line 19, strike "membership" and insert in lieu thereof "enrollment".

 

     15. On page 70, line 22, strike "and in the class level identified as appropriate" and insert in lieu thereof "as provided".

 

     16. On page 76, line 2, after "formula", insert "accountability and".

 

     17. On page 76, between lines 5 and 6, insert the following new subsection:

 

          "B. The legislature finds that a collaborative effort among the public education department, the legislature, school districts and interested persons will support and enhance the implementation of this 2008 act. The legislature finds further that a dialogue between the secretary of public education and the other members of the committee will assist in identifying and making recommendations regarding issues related to full implementation of the provisions of this 2008 act, including the application of federal and other state law; department staffing requirements; and accountability, including the educational plan process, the budget approval process, statewide program requirements and the use of regional resources in implementation.".

 

     18. Reletter the succeeding subsections accordingly.

 

     19. On page 76, line 21, after "council", strike the remainder of the line and insert in lieu thereof a semicolon.

 

     20. On page 76, line 23, after "educators", strike the remainder of the line, strike line 24 and insert in lieu thereof a semicolon and the following new paragraphs:

 

                "(8) the chairperson of the New Mexico charter schools coalition;

 

                (9) the chairperson of the Individuals with Disabilities Education Act Part B advisory committee; and

 

                (10) a representative of a statewide parent organization appointed by the New Mexico legislative council on the recommendation of the secretary of public education.".

 

     21. On page 77, line 1, after "formula", insert "accountability and".

 

     22. On page 78, line 22, strike "and" and insert in lieu thereof a comma and after "22", insert "and 28".

 

     23. On page 78, line 25, strike "28,".,

 

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
