A MEMORIAL
REQUESTING THE DEPARTMENT OF ENVIRONMENT TO STUDY HOW TO
EFFECTIVELY ADDRESS THE CUMULATIVE AND SOCIAL IMPACTS OF ITS
DECISIONS AND HOW TO DETERMINE AND TAKE INTO ACCOUNT THE
IMPACTS OF ITS DECISIONS ON THE QUALITY OF LIFE OF RESIDENTS OF
NEW MEXICO COMMUNITIES.
WHEREAS, one of New Mexico's strengths and highest
qualities is the unique nature of its traditional communities
and the way of life of residents within those communities; and
WHEREAS, the decisions made by the department of
environment in permitting or otherwise approving facilities in
or near those communities may significantly affect the
traditional values and lifestyles of the communities; and
WHEREAS, the department of environment does not have a
systematic manner for taking into account the effects that its

decisions have on communities and the residents of those
communities;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
REPRESENTATIVES OF THE STATE OF NEW MEXICO that the department
of environment study how to effectively address the cumulative
and social impacts of its decisions and how to determine and
take into account the impacts of its decisions on the quality
of life of residents of communities; and
BE IT FURTHER RESOLVED that the study include the legality
and feasibility of adopting rules that will require the
department of environment to consider the cumulative and social
impacts of proposed decisions on New Mexico's communities; and
BE IT FURTHER RESOLVED that the study be submitted to the
appropriate interim legislative committee no later than
December 15, 2007; and
BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the department of environment.
