A JOINT MEMORIAL
REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE
APPROPRIATE INTERIM COMMITTEE TO EXAMINE ON-SITE CHILD CARE FOR
STATE EMPLOYEES.
WHEREAS, there exists in Santa Fe and other metropolitan
areas of the state a lack of adequate daycare facilities,
particularly facilities caring for infants under the age of
two; and
WHEREAS, the employment and retention of women, minorities
and others who may find a lack of adequate child care to be a
detriment to employment is a legislated and continual goal of
the state of New Mexico; and
WHEREAS, throughout the country, on-site, employee-run or
employer-provided daycare centers, in both private and public
organizations, have proved to be a large factor in attracting

and retaining employees as well as a source of employees'
satisfaction with their employers; and
WHEREAS, on-site child care has been shown to provide
significant cost savings to organizations and can provide cost
savings to the state; and
WHEREAS, throughout the country, on-site, employee-run or
employer-provided daycare centers have proved to provide peace
of mind for parents and quality care for children; and
WHEREAS, the children of New Mexico, including the
children of employees of the state of New Mexico, are the
state's greatest resource;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
STATE OF NEW MEXICO that the pilot project for on-site child
care at the New Mexico department of transportation run by Kids
Under Konstruction, a nonprofit corporation created and managed
by employees of the department, be recognized as a valuable
project for the state of New Mexico; and
BE IT FURTHER RESOLVED that the New Mexico legislative
council be requested to direct the appropriate legislative
interim committee to examine the issues of child care as they
relate to state employees and the citizens of New Mexico; and
BE IT FURTHER RESOLVED that the appropriate legislative
interim committee be requested to examine methods to foster
nonprofit partnerships with state government to provide on-site
child care to state government employees and to the citizens of

New Mexico in order to relieve the shortage of child care
statewide and to retain qualified and valuable government
employees by providing them with adequate child care options;
and
BE IT FURTHER RESOLVED that the appropriate legislative
interim committee examine methods to finance capital projects
designed to create and maintain on-site child care centers at
state government agencies that provide services to state
government employees and the citizens of New Mexico; and
BE IT FURTHER RESOLVED that a copy of this memorial be
transmitted to the New Mexico legislative council.
