SUMMARY
Synopsis of Bill
Senate Bill 989 would appropriate $500.0 from the General Fund to the Local Government
Division of the Department of Finance and Administration (DFA) to provide for services at
Women’s Health Services in Santa Fe.
FISCAL IMPLICATIONS
The appropriation of $500.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
According to the Department of Health, Women’s Health Services (WHS) is a 501(c) (3)
community service agency that has been providing health services to residents in Santa Fe since

1973. WHS provides primary medical care, behavioral health, and alternative health care
services. WHS sees sliding scale fee patients and low-income patients and gets no federal
money for direct patient services. This appropriation would cover operating expenses of WHS.
This appropriation would be in addition to any award from DOH through the competitive
statewide Rural Primary Health Care Act (RPHCA) RFP process. Women’s Health Services is
receiving $300.0 in competitive RPHCA funds for FY07. Women’s Health Services received a
recurring appropriation of $192.0, also through DOH, in FY07. In addition, other non-
competitive special appropriations have occurred in the past through DFA to Women’s Health
Services.

The Department of Health reports no performance or administrative implications.
