SUMMARY
Synopsis of Bill
House Bill 1028 appropriates $150,000 to the Local Government Division of the Department of
Finance and Administration for a youth leadership program in Chaves County.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
CYFD reports that the intent of the bill is to implement a youth leadership program aimed toward
breaking the cycle of violence for high-risk youth in Chaves County. Gang violence in Chaves
County has received considerable media coverage in the past five years.
Currently in Chaves County, the Juvenile Justice Advisory Committee (JJAC) funds a regional
juvenile justice continuum board for $88,750 that addresses juvenile justice system issues,

including duplication, gaps, and quality of youth services in Chaves County. The board has been
in existence for more than four years, and is an effective resource for the coordination of youth
services between the courts, community-based agencies, law enforcement, advocates, faith-based
entities, the juvenile probation and parole office, local government and elected officials.
