SUMMARY
Synopsis of Bill
House Bill 623 appropriates $25 thousand from the general fund to department of Cultural
Affairs for National Flute Association Convention to be held in Bernalillo County at
Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in House Bill 623 is a nonrecurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
The department has stated that its understanding is that the funding contained in this bill would
augment funds already in place for the event.

SIGNIFICANT ISSUES
The National Flute Association, a not for profit institution, is the largest flute organization in the
world. Its mission is to encourage a higher standard of artistic excellence for the flute, its
performers, and flute-literature. Members include leading soloists, orchestral players, college and
university professors, adult amateurs, and students of all ages. NFA annual conventions are held
in major cities in the U.S. Albuquerque was selected as the site for the association’s national
conference, to be held in August, 2007.
PERFORMANCE IMPLICATIONS
Convention attendees will be in the Albuquerque and Santa Fe areas for several days. The
department states that a possibility that these visitors to New Mexico could boost attendance for
the two state museums in Albuquerque, the four museums in Santa Fe, as well as Jemez State
Monument and Coronado State Monument in Bernalillo during their stay. The department will
work to include a promotion for these state museums and monuments in the convention
attendees’ packets.
ADMINISTRATIVE IMPLICATIONS
The Arts division of the Cultural Affairs department will oversee the expenditure of the
appropriation contained in this bill.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The National Flute Association conference would not be supported through State General Funds.
POSSIBLE QUESTIONS
Would passage of this act possibility violate the anti-donation clause of the New Mexico
Constitution, Article IV., Section 31, Appropriations for Charitable, Educational, and etc.
purposes.
